They are able to purchase such vehicle at very low prices, complete any necessary repairs themselves, and then resell them for a slightly higher price than they initially paid. Some used car dealers attend public or private auctions for repossessed vehicles or police impounds. These cars tend to be in fairly good shape, so they don't require much presale refurbishing. Others accept vehicle trade-ins wherein customers exchange their used cars for one of the sellers models. All of these practices saves the customer a lot of money but still allows the seller to make a profit.
